Catalogs containing items from non-contracted suppliers create the illusion of governance while delivering none. A catalog of 80,000 items where the requisitioner cannot find what they need is functionally a catalog of zero items. Curate to the SKUs that matter, tag with the terms requisitioners actually search for, and instrument the no-result queries — those queries are the gaps that drive the next maverick transaction. Curation is the activity that makes the catalog usable.

An annual catalog refresh produces a catalog that is structurally six months out of date at average — wrong prices, discontinued items, missing new launches. Quarterly refresh keeps the catalog credible enough that requisitioners do not have to verify pricing elsewhere, and removes the main reason power users default to going outside the system.
