E&O inventory releases cash with almost no service risk because nobody is buying it. Classify every SKU by months of cover and last movement, agree a disposition path (return to supplier, rework, discount, donate or scrap) and a reserve policy with finance. Only after the E&O cleanup should safety stock be resized, because that is where cuts can hurt fill rate.

Fixed rules such as 'four weeks of cover for everything' give too much stock to stable items and too little to volatile ones. Recalculate safety stock by SKU-location from forecast error and lead-time variability at a target service level per segment, and refresh the parameters at least quarterly; the same total inventory usually delivers a higher fill rate once it is redistributed.

Cycle and pipeline stock come from supplier MOQs, production batch sizes and long lead times.
